District Election Procedures
Nominations
Pursuant to statute, the Lake Chelan Reclamation District’s annual election will be held the second Tuesday in December. RCW 87.03.080. The District’s Board of Directors has/have position(s) ( X ) on the ballot this year. The term for this/these seat(s) is three years, beginning January 1, 20__.
All interested candidates must submit a Petition of Nomination no later than 5:00 p.m. on the first Monday of October. RCW 87.03.075. Necessary forms and information on qualifications can be obtained at the District Office, 80 Wapato Way, Manson. Forms can be provided by email on request to the District offices. Candidates will be announced at the Board meeting on second Tuesday of October after which the names of the candidates will be posted on the District website.

Voting in Person
Polls will be open on the second Tuesday of December, from 1:00 pm to 8:00 pm at the District Office located at 80 Wapato Way, Manson. RCW 87.03.090.
Eligible Voter
A person 18 or more years of age, a citizen of the United States of America, a legal resident of the State of Washington and who owns assessed or assessable land within the District boundaries is eligible to vote. If land is held by a corporation, a trust, an LLC, a partnership or other legal entity formed pursuant to the laws of the State of Washington, or qualified to do business in the State of Washington, it must appoint a person to vote on behalf of the entity using the Authority to Cast Votes form. RCW 87.03.051 (See forms below.)
Please note that a designation as a governor of an entity does not establish authorization to vote on behalf of that entity. A representative can only be authorized to vote on behalf of an entity by persons with authority to delegate voting power (board of directors of a corporation or managing member of an LLC or partnership).
Jointly Owned Property
If there is more than one owner of property for which votes may be cast, the owner(s) may appoint a person to vote on behalf of all owners using the form below. The form of appointing the voting agent must be delivered to the secretary of the District at least 24 hours before the opening of the polls. In the absence of the appointment of a voting agent delivered to the secretary of the District at least 24 hours before the opening of the polls, the election board shall recognize the first eligible owner to appear on election day as the elector having the authority to cast the ballots for that parcel of land for which there is more than one ownership interest. RCW 87.03.051.
Community Owned Property
Either spouse may cast the votes for property held as community property. The election board shall recognize the first spouse to appear on election day as the elector having the authority to cast the ballots for that community property parcel. Either owner of community property may appoint the other to vote on behalf of the community using the Authority to Cast Votes for Jointly Owned Property form.
Absentee Voting
Any qualified District elector may vote by absentee ballot. See RCW 87.03.032. To receive an absentee ballot, please turn in a completed and signed Request for Absentee Ballot form.
These may be printed, completed and signed, then returned to the District via mail, email to Staff@lcrd.org, or in person by dropping in the payment box in front of the District Office. Requested ballots will be provided via the U. S. Postal Service, or in person by appointment only upon request.
Absentee ballots are available through December _______, 20__ at 12pm noon. Electors are reminded that the absentee ballots must be returned to the District office no later than 8:00 p.m. on December _______, 20__, or be postmarked no later than midnight on December ____, 20__, and received within seven days of that date. RCW 87.03.033.
The Lake Chelan Reclamation District can make no guarantee of timely mail delivery and recommends that absentee ballot requests be mailed or delivered at least two weeks in advance of the election.

Election Results
The District Board of Directors shall appoint a board of elections conduct and oversee the counting and certification of ballots pursuant to RCW 87.03.085 -0100.
On the second Wednesday after the election, the District Board shall open and canvass the returns and ask if there is any person who believes the votes were not counted correctly. If none are opposed, the Board shall then declare the results as valid. Likewise, the board shall canvass any late arriving absentee or disputed votes. The Biard will ask if any person believes the votes were not counted or accounted for correctly. If none are opposed, the absentee votes and any verified disputed ballots shall also be declared as valid. RCW 87.03.105. The District secretary must then issue a certificate of election pursuant to RCW 87.03.110.
